II.3) SHORT DESCRIPTION OF NATURE AND QUANTITY OR VALUE OF SUPPLIES OR
SERVICES: Personal accounts is part of a broader pensions reform package.
As part of the reforms from 2012 employers will be required to administer
and contribute to an occupational pension scheme for their employees. This
will include a requirement to auto-enrol their employees (with some
exceptions) into their own workplace scheme (which will need to meet
certain criteria) or into personal accounts. Personal accounts will be a
defined contribution trust based occupational pension scheme. It is
anticipated that the Contracting Authority, (either on its own or as agent
on behalf of the Trustee Corporation which will be set up under Statute),
will undertake a number of separate procurements for contracts in relation
to the personal accounts element of the package of pensions reform. This
may include: (i) Communications; (ii) Scheme Administration; (iii)
Annuitisation; (iv) Trustee Services; (v) Investment Administration and
Custodian Services; and (vi) Investment Management. It is currently
envisaged that the first of these procurements, which relates to Scheme
Administration will commence on 20 January 2009 with the publication of a
Contract Notice in the Official Journal of the European Union. Further

II.7) ADDITIONAL INFORMATION: The Authority wishes to carry out a
consultation exercise with interested parties regarding certain elements
of the personal accounts scheme prior to commencing the formal procurement
process(es) (which shall be by way of advertisement(s) in the Official
Journal of the European Union). To this end, the Authority has published a
Discussion Note on its website (www.padeliveryauthority.org.uk) and
invites interested parties to submit responses to one or all of the
questions set out within the Discussion Note by 14th July 2008. Responses
should be sent to the email address set out in section I.1) above. Further
information on how to respond is set out within the Discussion Note on the
Authoritys website. Interested parties should send any questions
regarding the Discussion Note to the email address set out in section I.1)
above by 4th July 2008. The Authority will endeavour to respond to
questions, but individual responses may not be possible. A list of
questions and corresponding answers will be published on the Authoritys
website. The Authority may not be able to respond to any questions
received after 4th July 2008. Any responses submitted by interested
parties in response to the Discussion Note must not be confidential and
must be made on the basis that the Authority will be at liberty to use the
information contained in any responses in any way it may see fit and the
Authority expressly reserves its rights to do so. The Authority reserves
the right to further engage with one or more of the interested parties who
submit responses as it may see fit. All interested parties are invited to
attend the Personal Accounts Procurement Information Event on 2nd July
2008. Registration details for this Personal Accounts Procurement
Information Event are located on the Authoritys website. The purpose of
this event is to give interested parties information about the forthcoming
Personal Accounts procurement(s), together with an overview of the
Enabling Retirement Savings Programme. A copy of any written information
provided at the Personal Accounts Procurement Information Event will be
made available on the Authoritys website. Participation in this
consultation exercise is entirely voluntary and will not affect the
ability of any interested party to express an interest in response to any
subsequent calls for competition. Further, any participation will: (i) not
in itself constitute a formal expression of interest for the purposes of
any subsequent procurement(s); and (ii) will also be at the respondees
own expense.
