John Smith Fellowship Programme: Delivery of two-week seminar series.

II.1.5) Short description of the contract or purchase(s): The John Smith
Fellowship Programme (JSFP) is an intensive, five-week programme on good
governance, democracy and social justice. JSFP is aimed at the next
generation of leaders - influential young people working in politics,
local government or civil society with an established interest in
promoting democratic reform and proven ability.
The contract relates to the provision of an intensive seminar series
taking place over two non-consecutive weeks for a group of 24 John Smith
Fellows consisting of 24 from 7 former Soviet countries: Armenia,
Azerbaijan, Georgia, Krygystan, Moldova, Ukraine and Russia.
The seminar series should introduce Fellows to democratic institutions
and the political process, and to enhance the value of the individual
professional attachments by providing a wider contextual briefing. It
should offer opportunities for comparison and contrast of British
experience with issues relevant to conditions in Fellows" home countries.
It must help the Fellows to understand the practices, ethics and accepted
conventions of democratic governance. It consists of a series of
discussions and meetings with senior academics and practioners combined
with visits to illustrate how public policy is made and developed (seeing
at first hand the work of community groups, local service providers,
trade unions and local authorities). The topics covered include:
Representative government in a democracy; Citizenship, law and rights;
Civil society and the popular voice; Business and public life; and
International institutions.
The British Council is the project managers of the Programme, appointed
on a contract with the John Smith Memorial Trust (JSMT), and working in
close cooperation with both the JSMT and the Department of Constitutional
Affairs.

II.2.1) Total quantity or scope: The John Smith Fellows Programme is an
annual programme that lasts for 5 weeks. The 2007 is scheduled to take
place in June/July, and the institution submitting the successful
proposal will be invited to collaborate on the programme when it is
repeated in 2008 and 2009.
