work (building works).

Realisation, by whatever means of work, corresponding to the requirements
specified by the contracting authorities.

II.1.5) Short description of the contract or purchase(s): Framework
Agreements with a number of principle contractors (construction
companies) through which individual projects or programmes of work will
be developed, procured and implemented. Contractors may be required to
provide Design and Build Services on occasion however "Design and Build"
will not be a predominant part of the contractors work throughout the
term of the agreement.
The Contracting authority wish to reserve a right for other contracting
authority within the area set out in Paragraph II.1.2.1 below and the
CLASP consortium and any company set up by that consortium to instruct
such principle contractors to provide building services.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: Approximately 25 000 000 GBP to 30 000
000 per annum (approximately 12 - 18 projects per annum).
Estimated value excluding VAT:
Range: between 25 000 000 and 30 000 000 GBP.
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
months: 48 (from the award of the contract).
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: A performance bond, parental
guarantee and/or design warranties may be required as more particularly
described in the Invitation to Tender.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: Payment will be
made in accordance with the form of agreement to be used and as more
particularly described in the Invitation to Tender.
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: No special legal form will be
necessary. In the case of organisations applying as a consortium or joint
venture full details of each member will be provided. In the event of a
consortium or joint venture each member will be jointly and severely
responsible for the performance of the contract.
III.1.4) Other particular conditions to which the performance of the
contract is subject: Yes.
A pre-qualification questionnaire (PQQ) setting out the information
requirements is available from the address given at I.1.1 and must be
returned to the address given at I.1.3 and by the deadline for receipt of
requests to participate specified at IV.3.4.

VI.3) ADDITIONAL INFORMATION: The contract will be on the basis of an
open book approach and will be tendered on the basis of overheads and
profit. There may be some minor elements of contractor"s design within
the framework. Contractors may be required to provide Design and Build
Services on occasion however " Design and Build" will not a predominant
part of the contractors work throughout the term of the agreement. The
Contracting Authority wish to reserve a right for other contracting
authorities within the area set out in Paragraph II.1.2.1 below and the
CLASP consortium and any company set up by that consortium to instruct
such principle contractors to provide building services. The Contracting
Authority may reject without further consideration any submission from
persons on the grounds set out in Regulation 14 of the Public Works
Contract Regulations 1991.
