for participation in procurement for framework agreement in the areas of:
1. Usability Services and Evaluations;
2. Visitor Mapping Studies;
3. Benchmarking and analysis of competitors" performance on the web.
All services pertain to the websites of Vattenfall only The suppliers
will also deliver support to Vattenfall m the area of strategic,
user-centred web development with a special focus on usability,
accessibility and information architecture. Services such as usability
and expert evaluations, as well as other types of studies related to the
websites of Vattenfall, will also be carried out. All services must be
deliverable to every unit m Vattenfall.
The aim of the procurement is to find a single main supplier of all
services and all types of evaluations/studies on the condition that
satisfactory quality can be achieved.

II.2.1) Total quantity or scope: During the duration of the framework
agreement, Vattenfall estimates that around 5-15 large-scale usability
evaluations and several minor or expert evaluations will be carried out
in the area of visitor mapping studies, Vattenfall will conduct 1-2
studies every year on all 8 websites In the area of benchmarking, the
estimate is to carry out around one benchmarking study for each external
(8) site during the period in question.
The contract duration will be 2 years with a possibility for extension by
1+1 year.
II.3) Duration of the contract or time period for execution: Starting:
15.4.2005 - Ending: 14.4.2007.

1) Nomenclature

2) Short description: The assignments will most probably include
different types of evaluations regarding all of Vattensfall"s websites in
Europe and services as usability expert in different kinds of development
projects.
3) Scope or quantity: During the duration of the framework agreement,
Vattenfall estimates that 5-15 major usability evaluations and several
minor or expert evaluations will be carried out. During the period from
2005 to 2006, several of Vattenfall"s external and internal websites are
planned to be revised or completely remodelled.

1) Nomenclature
1.1) Common Procurement Vocabulary (CPV): 74131000.
2) Short description: Once or twice every year, Vattenfall plans to
carry out visitor mapping studies on all external websites. The aim of
the studies is to gather basic data for development and improvement of
the sites.
3) Scope or quantity: Vattenfall will carry out 1 -2 studies per year
The studies will include at least all 8 external websites.

1) Nomenclature
1.1) Common Procurement Vocabulary (CPV): 74131000.
2) Short description: In order to gather basic knowledge about our
competitors" performance on the web, Vattenfall plans to cany out several
benchmarking activities for the company"s various main websites.
3) Scope or quantity: Vattenfall estimates that at least one
benchmarking activity for each main website will be carried out during
the duration of the framework agreement.
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.2) Conditions for participation
III.2.1) Information concerning the personal situation of the
contractor, supplier or service provider and information and formalities
necessary for the evaluation of the minimum capacity required: In order
to qualify for participation in this tender, potential suppliers must
fulfil the following conditions:
A) financial and economic performance:
financial and economical strength,
registered as a limited company,
no overdue payments and/or taxes and not in bankruptcy;
B) technical competency and capacity:
adequate competency, capacity and experience of international assignments
for relevant services;
C) quality assurance and environmental systems:
the supplier shall have quality assurance and environmental management
systems comparable to ISO 9000 and ISO 14000.

suppliers should guarantee, and upon request present:
valid proof of registration as a limited company or other status;
registration with the local tax authority or equivalent;
proof that supplier is not m bankruptcy and has no overdue taxes or
liabilities.

Annual report for the years 2003 and 2002.
III.2.1.3) Technical capacity - means of proof required: Presentation of
capacity and experience of similar international assignments/cases m the
past 2 years with relevance for the Vattenfall Group assignment including
information about contract volume/value.
Description of supplier working processes, applicable models and account
team setup including specification of language skills.

declaration of quality and environmental management system or equivalent.
