Invitation for tenders
This invitation for tenders follows the General Procurement Notice for
this project which was first published in Procurement Opportunities on
the EBRD"s website on 17 June 2003 and updated on 16 June 2004.
The City of Surgut, hereinafter referred to as "the Employer" has
received a loan from the European Bank for Reconstruction and Development
(the Bank) towards the cost of the Surgut Municipal Services Development
Project.
The Employer now invites sealed tenders from contractors for the
following contract to be funded from part of the proceeds of the loan:
Contract E. New Water Supply Facilities at Well field 9
The Employer wishes to provide additional facilities for the abstraction,
treatment and storage of water at well field 9 and for the delivery of
additional treated water into the treated water distribution system. This
contract is for the design, construction and commissioning of stage 1 of
the additional water production, treatment, storage and pumping
facilities at well field 9 producing 21 000 m3/day utilising new wells
which will be drilled under a separate borehole drilling and
rehabilitation contract.
The anticipated time for completion is 730 days.
Tendering for contracts to be financed with the proceeds of a loan from
the Bank is open to firms from all countries. The proceeds of the Bank"s
loan will not be used for the purpose of any payment to persons or
entities, or for any import of goods, if such payment or import is
prohibited by a decision of the United Nations Security Council taken
under Chapter VII of the Charter of the United Nations.
The tenderers will be post qualified and the tenderer shall meet the
requirements contained in the tender documents. The following are key
minimum criteria:
a) average annual turnover as prime contractor (defined as billing for
works in progress and completed) over the last five years not less than 6
000 000 EUR equivalent.
b) Successful experience as prime contractor in the construction of at
least two water supply facilities of a similar capacity within the last
five years.
c) Access to, or has available, liquid assets, unencumbered real assets,
lines of credit, and other financial means sufficient to meet the
construction cash flow for the contract for a period of four months,
estimated as not less than 900 000 EUR equivalent.
d) Candidate for tenderer"s proposed project manager shall have not less
than 10 years total experience, 5 years experience of similar work, and 3
years in a similar position. In addition he shall have worked for the
tenderer for not less than the last year.
e) Candidate for the proposed design manager shall have not less than 10
years total experience, 5 years experience of similar work and 3 years in
a similar position.
f) Litigation and arbitration record over the last five years which does
not indicate a consistent history of awards against the tenderer. The
same requirement shall apply to each member of any joint venture.
g) For Russian companies: It is necessary that all taxes owed in the
Russian Federation during the last two years have been paid.
h) The tenderer should have or obtain prior to the contract award
licences to execute design of buildings and facilities and perform
construction of buildings and facilities in Russian Federation.
In the case of joint ventures, the lead partner shall meet not less than
60% and junior partners not less than 40% of all the qualifying criteria
for general experience and financial position above.
Tender documents may be obtained from the address below upon payment of a
non-refundable fee of 8 400 Russian roubles or 240 EUR including VAT.
Contractors wishing to receive the tender documents by courier are
required to make a payment of a non-refundable fee of 14 000 RUR or 400
EUR, including VAT. The documents will be promptly despatched by courier,
but no liability can be accepted for loss or late delivery. The payment

The required amount should be transferred net of all bank"s fees and
charges.
All tenders must be accompanied by a tender security of 115 000 EUR or
its equivalent in Russian roubles or freely-convertible currency, and
must be delivered to the address below on or before 12.00 (noon, local
time) 2 November 2004, at which time they will be opened in the presence
of the tenderers" representatives who wish to attend.
A pre-tender meeting shall be held at 10.00 (local time) at the address
below on 28 September 2004, and those tenderers who have purchased the
tender documents are invited to attend.
