UK-INDIA: madhya pradesh power sector reform programme phase 2: support
to discoms.
II.1.6) Description/object of the contract: DFID is supporting reform of
the power sector in Madhya Pradesh led by the Government of Madhya
Pradesh (GoMP) Energy Department. The current programme of DFID support
is due to be complete by December 2004.
DFID is seeking expressions of interest from suitably qualified
consultants to provide technical assistance to a second phase of support
to the Madhya Pradesh Electricity Distribution Companies (DISCOMS).
Support will include regulatory support and capacity building; measures
to improve operational efficiency and commercial performance; development
of capacity to operate in a competitive power market (including power
trading); load forecasting; review and updating business plans; a range
of human resource issues; capacity building in environmental and quality
management systems development and operation to improve efficiency;
advice and support on private sector participation in distribution in
line with GoMP strategies, and other capacity building support as

are not required at Expressions of Inteest stage, however, when required
prices must be quoted in GBP and all payments under the contract will be
made in GBP. DFID reserves the right to annul the process and not to
award the contract.

VI.4) Additional information: Expressions of Interest may be submitted
electronically to the e-mail address at Section 1 and must be accompanied
by a completed Application Form available on the DFID website
www.dfid.gov.uk/procurement/ contractopportunities.asp. EoIs will require
a capability statement of no more than four A4 pages, excluding abridged
CVs of key personnel, showing evidence of skills and experience in the
areas detailed in the application form. Outline terms of reference, in
draft, are available through the above link. Contract duration may be
extended by a period of up to a further two years subject to proven need
and satisfactory performance. Only EoIs received by the date specified
above will be accepted. DFID will not reply to any expressions of
Interest unless short-listed for invitation to tender.During the
competition phase all correspondence must be directed to DFID Procurement
Group in East Kilbride, UK, in the first instance, and not with DFID
India. Failure to comply with this requirement could potentially result
in the disqualification of an application / bid. Note: This technical
assistance package is one of a suite of six of technical assistance
packages to the power sector reforms. Although invited bidders will be
able to tender for any of the technical assistance packages, successful
bidders will only be eligible to implement one package from the suite of
six. The remaining five packages are advertised on separate notices in
OJEC. The six contracts are: 1- Support to MP Electricity Distribution
Companies (DISCOMS) 2- Support to Transmission and Generating Companies
(TRANSCO and GENCO) 3- Support to Government of MP 4- Support to
Regulatory Commission (MPERC) 5- Support to Human Resources Management
and Development 6- Support to MIS/IT and Accounting , Billing sectors.
Note: Closing date for receipt of Expressions of Interest for contracts
1,2 and 3 is 13/10/2004 (Midnight UK time). Closing date for receipt of
Expressions of Interest for contracts 4,5 and 6 is 26/10/2004 (Midnight
UK time). Issue of invitations to Tender to shortlisted applicants is
anticipated as 27/10/2004 for contracts 1,2 and 3 and, 22/11/2004 for
contracts 4,5 and 6.
