II.1.6) Description/object of the contract: SEEDA is seeking to let a
contract (see section II.2.1)) to provide the following services in the
North American market: lead generation, investor development programme,
incubator support programme, senior management support, promotional
events and Global Regions.

II.2) Quantity or scope of the contract
II.2.1) Total quantity or scope: The successful tenderer shall provide
services and assistance to SEEDA within North America in relation to the
following programme areas.
Core lead generation - project identification and development by a
project team dedicated to SEEDA, inward visits to the region, company
visits in North America for SEEDA staff both based in the US and UK,
trade show and convention support, corporate intelligence to identify
opportunities in the market place, multiplier networking. A target of
circa 25 successes a year will be set.
Investor development activities - relationship development with North
American executives responsible for existing operations in the region to
identify expansion opportunities and others that can be developed via the
SEEDA lead generation programme. It is expected that circa 70 companies
will be targeted.
Incubator programme activities - pre arrange meetings with executives of
business incubators in North America.
Senior management support - the development and on site management of
periodic visits to North America by SEEDA"s senior executive team to
further the development of existing relationships and introductory
meetings to foster new ones.
Promotional events/Global regions - plan and manage profile raising
events for SEEDA that complement the core lead generation programme as
well as the global regions strategy, support SEEDA and its partners on
events in the UK. It is anticipated that approx 8 events per year will be
delivered.

1.8.2005 - Ending: 31.3.2009.
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) Conditions relating to the contract
III.1.1) Deposits and guarantees required: Parent-company guarantees
and/or performance bonds may be required.
III.2) Conditions for participation
III.2.1) Information concerning the personal situation of the
contractor, supplier or service provider and information and formalities
necessary for the evaluation of the minimum economic, financial and
technical capacity required: Conditions or participation: as outlined in
the information and questionnaire.

of primary contact point for this exercise; company registration number
and date of registration; name and address of trading office; and status
(sole trader, partnership, private or public company); the company
structure, including name of any parent/holding companies (detailing the
relationship and the parent companies percentage holding); other
subsidiaries within the group; and of any sub-contractors who might be
proposed.
III.2.1.2) Economic and financial capacity - means of proof required:
Certified audited accounts in statutory form, including audit
certificates and any explanatory notes, for the past three years for
which published accounts are available. Accounts must include a full
profit and loss account and balance sheet that must be for the company
applying (unless a parent-company guarantee is supplied). If the balance
sheet is more than nine months old, a statement, signed by the Financial
Director, must be included which details any significant changes in the
company"s financial position.
III.2.1.3) Technical capacity - means of proof required: 1. Number and
names of clients (including contact details for at least 3 different
contracts some of which may be taken up as references) to whom similar
services have been provided in the past three years. Full details are
required of contracts won or lost during the last three years. If
contracts have been lost pleas 2 provide feedback as to why.
2. Details of the company"s average annual manpower, its location, how it
is employed and turnover of staff for the past 3 years: this should be
broken down between staff turnover on commissions and on the company"s
own premises.
