UK-East Kilbride: serbia and montenegro - design and building of a
framework of support to the donor harmonisation strategy of
serbiabuilding.
II.1.6) Description/object of the contract: The Department for
International Development (DFID) is seeking Expressions of Interest for
an ambitious and exciting proposal to design and build a framework of
support to the donor harmonisation strategy of Serbia.The project purpose
is to develop a framework of support to the Serbian Government"s
Harmonisation Action Plan. Due to the fundamental collaborative nature of
the work, the consultants will work closely with the Serbian Ministry of
International Economic Relations (MIER), other official agencies and the
donor community.The objectives of this design phase are three fold: 1)
Advice and mentoring to MIER. 2) Consensus building among donors around
support to the harmonisation process. 3) Design of a programme of
activities that DFID or other donors could take forward. The
implementation of which will be awarded to the consultant on satisfactory
completion of this phase. We are looking for innovative ideas that make
effective use DFID"s resources.

are not required at Expression of Interest stage, however, when required
prices must be quoted in GBP and all payments under the contract will be
made in GBP. DFID reserves the right to annul the process and not award
the contract.

VI.4) Additional information: All UK development assistance has been
fully untied, which allows suppliers from anywhere in the world to bid
for DFID contracts. Expressions of Interest (EoI) must be submitted in
conjuction with the completed Application Form available from the DFID
website www.dfid.gov.uk. The (EoI) should include a capability statement
of not more than four A4 pages (minimum font size 10) demonstrating
evidence of: Experience of the Aid Effectiveness and donor Harmonisation
Agenda.: Experience of best practice in donor co-ordination.: Experience
of supporting governments to manage/co-ordinate external assistance in a
developing country; ideally in a transition or middle income context.:
Understanding of aid instruments and modalities.: Experience
internationally of poverty reduction strategy processes: Experience of
applying economic and social institutional analysis to strengthening
international policy making systems and be accompanied by abridged CVs of
key personnel. DFID will not reply to any EoIs unless short-listed for
invitation to tender. Suppliers should refer to the DFID web site for
details of short-listed suppliers. There is a possible extension of 2
years for this contract. The contract is expected to commence on 2
January 2004.
