SECTION II: OBJECT OF THE CONTRACT
II.1) Description
II.1.3) Type of service contract: Service category: 6.
II.1.5) Title attributed to the contract by the contracting entity:
Gastra R.178/04 Insurance Broker.
II.1.6) Description/object of the contract: Gastra wishes to pre-qualify
insurance brokers in order to request insurance on the commercial
insurance market as follows:
Energy operational all risk policy covering:
loss of, or damage to, on- and offshore transmission pipeline systems
running at 80 barg on the basis of new for old and full replacement costs
value ("RCV"). Alternatives to the RCV basis may be considered, however,
not less than 850 000 000 DKK per occurrence.
A blanket waiver of subrogation is required.
Coverage for business interruption/LOPI shall be quoted for 12 months
indemnity - sum insured to be determined.
The property damage ("PD") cover shall be extended with removal of wreck
("ROW") for an additional 25% of values and sue and labour ("S&L") for an
additional 25 % of values.
Further a cover for minor construction work of up to 10 000 000 DKK per
construction job and 35 000 000 DKK in the aggregate per year shall be
made available.
Third party liability insurance covering the transmission pipeline
company"s operations including the liability for minor construction work
on a claims made form covering legal and contractual liability (accepting
Danish law) including seepage and pollution.
Sum insured 2 000 000 000 DKK any one occurrence. Charterers and
wharfingers liability, etc. required.
Coverage concerning BIMCO Time Charter standard wording required.
Blanket waiver of subrogation required.
Cargo coverage based on Institute Cargo Clause (all) including 200 %
accumulation clause, deliberate damage clause and for values up to a
minimum 25 000 000 DKK per transport.
The policies shall recognize contractual entered mutual indemnification
and hold harmless agreements.
Gastra is owned by the Danish Government and it owns, operates and
manages the Danish high pressure natural gas transmission system under a
license issued under the Danish Natural Gas Supply Act.
Gastra was until January 2004 an integrated part of the government owned
company DONG - The Danish National Oil and Gas Company.".

III.1.3) Legal form to be taken by the grouping of suppliers,
contractors or service providers to whom the contract is awarded: In the
event of a group being awarded the contract, each group is to be jointly
and severally responsible for the performance of the contract.

III.2.1) Information concerning the personal situation of the
contractor, supplier or service provider and information and formalities
necessary for the evaluation of the minimum capacity required: The
service provider should be a recognized broker authorized to carry out
business in the Member State in accordance with all relevant legislation.
III.3) Conditions specific to services contracts
III.3.1) Provision of the service is reserved to a specific profession:
Yes.
The broker shall be, or affiliated to a registered Lloyds Insurance
Broker and be authorised to transact insurance business in accordance
with FSA regulations from 1.1.2005.
III.3.2) Legal entities required to state the names and professional
qualifications of the personnel responsible for execution of the
contract: Yes.
SECTION IV: PROCEDURE

SECTION VI: OTHER INFORMATION
VI.4) Additional information: IV.2) The criteria for award of
contract(s) will be the economic most advantageous tender(s) assessed by
and including, but not limited to price for proposed coverage provided
that it allows 100 % successful placing on time (with effect from
1.1.2005) with selected underwriters fulfilling Gastra"s minimum security
rating requirements S&P A or better.
1. Evidence on your company"s experience in placing successfully
transmission pipeline business on- and offshore (PD and TPL) in the last
3 years being comparable or superseding in size the RCV"s and TPL
requirements of Gastra.
2. The team (individual persons) presented by your company intended to
serve Gastra for the intended policy term, confirming that replacement
team members will be at the confirmation of Gastra.
3. For the Gastra business:
a) Your preferred leading underwriters for PD and TPL and your preferred
2nd. and 3rd. lead.
b) Layout of your preferred market approach.
c) Time schedules for your market approach until successful completion.
d) Time schedule for release of placing documentation to client.
4. Evidence of successfully claims handling for both the local and
international broker.
List loss adjusters used during the last 3 years and relevance to Gas
Transmission Lines.
5. Statement of your company"s financial responsibility in respect of the
services to which the contract relates for the previous 3 years
specifically concerning your energy book of business.
6. Certificate issued by the relevant authorities of the Member State
authorizing your work as a broker plus appropriate evidence of
professional risks/indemnity insurance.
