SECTION II: OBJECT OF THE CONTRACT
II.1) Description

II.1.6) Description/object of the contract: Health and Social Services.
Provision of nursing and bilingual (English/Polish) care services for
Ilford Park Polish Home, Newton Abbot, Devon.
Services provided by Nurses.
Residential nursing care services.
Ilford Park Polish Home (IPPH) is a residential and nursing home
administered by the Veterans Agency, an executive agency of the Ministry
of Defence, and is based in Newton Abbot, Devon. IPPH provides 14 nursing
and 81 residential beds plus 5 independent units and is inspected by the
Commission for Social Care Inspection.
IPPH provides residential and nursing care to older Polish residents
under the Polish Resettlement Act 1947. This is an enabling Act for those
people from Poland who were displaced from their homeland after the
Second World War.
The requirement is for 24-hour nurse cover to be provided to the Nursing
Unit, as well as meeting the requirements for Registered Person under the
Care Standards Act 2000 for this unit. A bilingual (English/Polish) care
assistant service to supplement the established care staff group is also
required.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) Conditions relating to the contract
III.1.1) Deposits and guarantees required: No deposit is required but a
guarantee may be required at a later stage.
III.1.3) Legal form to be taken by the grouping of suppliers,
contractors or service providers to whom the contract is awarded: A
single service provider will be appointed. In the case of group bidding,
the contracting authority will seek a prime contractor relationship.
III.2) Conditions for participation
III.2.1) Information concerning the personal situation of the
contractor, supplier or service provider and information and formalities
necessary for the evaluation of the minimum economic, financial and
technical capacity required: Potential service providers must express
their interest in the requirement by letter or facsimile to the address
at 1 quoting CBC/2B/1018 and OJEC. Pre-qualification questionnaires will
be issued to those expressing an interest, and will expressly seek
evidence of their ability to supply all the services. Completed
questionnaires have to be returned by 1.11.2004. There will be a bidders"
conference following the issue of the ITT.

VI.4) Additional information: II.1.9) Potential service providers may
only express an intrest in tendering for all of the services required.
II.1.10) Variants may be considered but must be in addition to a
compliant bid.
II.3) Three year contract starting from 1.4.2005 with an MoD option to
extend up to a maximum of a further 2 years.
IV.3.4) Final date for despatch of ITT - early December 2004
approximately. (Applicants who have not been notified by this date should
assume that they have not been invited to tender.).
