II.1) Description

Investment management of a UK portfolio.
II.1.6) Description/object of the contract: The investment management of
an UK equity portfolio valued at approximately 160 000 000 GBP. The
appointed investment managers will be expected to manage the assets in
accordance with the Local Government Pension Scheme Regulations and the
Agency"s Statement of investment Principles, environmental overlay and
corporate governance strategies. The appointed investment managers must
have a strong and credible investment process, which should include the
demonstrable ability to understand and assess the financial risks and
opportunities that can arise from economic, social and environmental
issues and to manage these within the portfolio to produce superior
investment returns. The appointed managers must demonstrate corporate
research, engagement and governance capability (this must include
environmental issues) and/or the ability to work with third parties on
corporate research, engagement and governance. There will be a
performance target of exceeding the benchmark return by 2.0 % per annum
on a rolling three-year basis.

II.2.1) Total quantity or scope: The contract is expected to run for at
least three years with regular performance reviews under the Local
Government Pension Scheme regulations, however, the Agency may terminate
the contract at any time.
II.3) Duration of the contract or time limit for completion: 36 months
from the award of the contract.

III.1) Conditions relating to the contract
III.1.3) Legal form to be taken by the grouping of suppliers,
contractors or service providers to whom the contract is awarded: Each
service provider to be jointly and severally liable for the performance
of the contract.

technical capacity required: Requests to participate must be accompanied
by the following:
proof of relevant authorisations under the Financial Services and Markets
Act;
details of all instances where the supplier (or any parent or subsidiary
of the supplier) has had a licence revoked or been fined by any relevant
regulatory body;
details of any outstanding disciplinary action before any relevant
regulatory body;
annual performance data (to GIPS standard) for the five individual years
ending 31.3.2004 for comparable UK pension funds with similar performance
targets including detail of benchmark used. Data should also be provided
for rolling three- and five- year periods;
details of corporate structure and ownership together with most recent
company report and accounts;
number of investment management staff by activity including sustainable
responsible investment and corporate governance;
brief CVs of the team proposed including corporate governance and SRI
staff;
details as at 31.3.2004 of the market value of total assets under
management, UK Pension Fund assets under management, UK Equities under
management;
a discounted fee scale for mandates of this type and size;
copies of enquirer"s Corporate Governance and SRI policies;
details of voting activity over the last two years;
an explanation in less than 500 words of how sustainable
environmentally-responsible investment and corporate environmental
governance is integrated into the investment process including details of
any external research/suppliers and/or in-house tools and techniques used.
