   The Ethio-German Sustainable Training and Education Programme (STEP)
   improves the employment prospects of young Ethiopians by promoting
   quality and relevance in vocational training and higher education. The
   programme establishes strong linkages between the education and the
   private sector to support the development of a modern education system
   geared towards employment and economic growth. Computer and digital
   literacy is a basic skill to succeed in today's world of work. In
   Ethiopia, the digitalisation is taking speed, but the formal and
   informal education is not ready to cope with the demand for computer
   and digital skill needs at schools, universities and on the labour
   market. With the given assignment, the skill gap shall be closed by
   introducing the internationally recognised Computer Driving License
   (ICDL) in Ethiopia.

   The Ethio-German Sustainable Training and Education Programme (STEP)
   improves the employment prospects of young Ethiopians by promoting
   quality and relevance in vocational training and higher education. The
   programme establishes strong linkages between the education and the
   private sector to support the development of a modern education system
   geared towards employment and economic growth. STEP supports selected
   industrial sectors by preparing a skilled workforce able to drive
   Ethiopia's economic transformation.
   Computer and digital literacy is a basic skill to succeed in today's
   world of work. In Ethiopia, the digitalisation is taking speed, but the
   formal and informal education is not ready to cope with the demand for
   computer and digital skill needs at schools, universities and on the
   labour market. With this assignment, the skill gap shall be closed by
   introducing the internationally recognised Computer Driving License
   (ICDL) in Ethiopia.
   The ICDL certificate shall inform potential employers about the level
   of computer and digital literacy of an employee or an applicant. 1 400
   young Ethiopians from secondary schools, TVET colleges and
   universities, as well as employed and unemployed individuals will be
   trained in ICDL modules adequate to their knowledge level and relevant
   for their current or future employment.
   The introduction of ICDL in Ethiopia shall help boost digital skills,
   adapt education systems to digital transformation and prepare skilled
   workforce relevant for the needs of the modern labour market.

   It is possible that the assignment described in these ToR can be
   broadened during the period of implementation of the consultancy
   contract. Depending on the mandate and volume of available funding,
   additional services may be required in terms of the input of the
   existing experts/expert pools and/or new experts. This means that the
   contract duration and/or budget may be increased during the
   implementation. This is optional and dependents on programme priorities
   and the budget availability.
   In this case GIZ reserves the right to award contracts for additional
   services of this type within the framework of the basic project
   described in the terms of reference to the successful company in this
   tender by means of a negotiated procedure without prior call for
   competition.

   It is necessary to provide references in the technical field ICT in
   Education and Digital Literacy with a minimum commission value of 100
   000 EUR.

   Education and Digital Literacy and at least 3 reference project in the
   region world in the last 3 years;
   2) The technical assessment is only based on reference projects with a
   minimum commission value of 100 000 EUR.
