   II.1.4)Kurze Beschreibung:
   DLR intends to enter into an innovation partnership aimed at developing
   MTC test stands. The MTC test stands represent a family of test stands
   that is meant to produce the severe environmental loads encountered in
   aircraft and stationary gas turbines. These environmental conditions
   include high Mechanical (M) Thermal (T) and Chemical (C) loads leading
   to a variety of failure modes of turbine components such as
   thermo-mechanical low cycle fatigue, fretting fatigue, ultra-high-cycle
   fatigue, creep, stress-corrosion cracking and hot corrosion. Innovative
   solutions are required that permit subjecting specimens to convey
   notions of 2 and more of these environmental conditions.
   DLR intends to award one research and development contract to one
   supplier.

   II.2.4)Beschreibung der Beschaffung:
   The technology to be developed should combine load frames available
   according to the current state of the art with a pressure chamber which
   has the necessary interfaces to expose test pieces in the pressure
   chamber to mechanical loads. In addition, the pressure chamber must
   enable the installation of the heat sources required to generate
   thermal loads, including the necessary interfaces, as well as the
   introduction and flushing of the sample with corrosive gases.
   A part of the interfaces to be developed will be provided by DLR as its
   own contribution, this being the proofing technology required to pass
   the mechanical load-transmitting components through the wall of the
   pressure chamber under the expected operating conditions.
   The research and development contract is divided into a research and
   development phase and a performance phase.
   In the research and development phase the following test stands will be
   developed and tested:
   1 load frame for UHCF testing up to 35kN with pressure chamber as
   prototype (load frame to be purchased prior to negotiation phase) 1
   load frame for biaxial mechanical load up to 500 kN and torsion with
   pressure chamber as prototype 1 load frame for uniaxial mechanical load
   up to 200 kN with pressure chamber as prototype 1 load frame for a
   creep load up to 50kN or 100Nm with pressure chamber as prototype DLR
   will procure a UHCF load frame outside the present award procedure:
   this UHCF load frame will be made available for the development of a
   UHCF test stand as a pilot project. In the course of the development of
   this test stand, the proofing technology will be developed and
   optimised, which can then be adopted for further test rigs.
   For the performance phase, the production and testing of further test
   stands is planned. These are:
    1 load frame with pressure chamber for biaxial mechanical load up to
   500 kN and torsion,
    1 load frame with pressure chamber for uniaxial load up to 100 kN,
    1 load frame with pressure chamber for creep loads up to 50kN or
   100Nm, and as options
    2 load frames with pressure chamber for biaxial mechanical loads up
   to 100 kN,
    1 load frame with pressure chamber for uniaxial mechanical load up to
   100 kN,
    1 load frame with pressure chamber for uniaxial mechanical load up to
   50 kN,
    1 load frame with pressure chamber for UHCF testing up to 35kN.

   technology for test stands used with gas turbines and parts of gas
   turbines;
   2) Competence and practical experience in the development and
   engineering of load frames;
   3) Competence and practical experience in the development and
   engineering of pressure chambers;
   4) Competence and practical experience in manufacturing prototypes

   (b) scope of certification should cover: design, manufacture and
   installation of mechanical and hydro-mechanical products and systems
   consisting of electronics, software and hydro-mechanical hardware. In
   the case of a bidder consortium, each consortium member must be

   respective consortium member. Issuer of certification must be
   accredited by Deutscher Akkreditierungsrat (DAR) or an equivalent

   (a) Pursuant to Sect. 3 (1) Procurement Ordinance (Vergabeverordnung 
   VgV), the estimated value stated in Nr.II.1.5) and II.2.6) was
   determined by considering the estimated values for the development and
   the construction of the complete range of test stands enumerated in Nr.
   II.2.4, including test stands DLR will have an option to order.
   Therefore, the remuneration that will actually be paid to the
   contractor is likely to be considerably lower than the amount stated in
   Nr. II.1.5) and II.2.6;
   (b) the tender documents represent the working state of the Contracting
   Authority at the time the tender procedure is initiated;
   DLR will further develop the tender documents, in particular the
   description of the innovative requirements and the contractual
   conditions during the application period. The Contracting Authority
   therefore reserves the right to make changes to the tender documents
   including the minimum requirements and the award criteria as well as
   the terms of the bidding procedure and the time schedule;
   (c) in the event that the financing of the project cannot be realised
   or cannot be realised to the expected extent, DLR reserves the right to
   cancel the invitation to tender or to change the quantities and
   qualities of the test stands to be procured. The duration of the
   contract stated in Nr. II.2.7) may change as a result of the bidding
   procedure;
   (d) electronic submission is mandatory. Signatures must be provided in
   text form in accordance with Sect. 126b of the German Civil Code (BGB).

   According to § 160 (3) Competition Act  GWB an application for review
   is inadmissible if:
   1) The applicant became aware of the claimed violation of public
   procurement provisions before filing the application for review, but
   did not complain to the Contracting Authority within a time limit of 10
   calendar days; the expiry of the time limit under § 134(2) remains
   unaffected;
   2) Violations of public procurement provisions which become apparent
   from the tender notice are not notified to the Contracting Authority by
   the end of the time limit for the application or the submission of a
   tender specified in the notice;
   3) Violations of public procurement provisions which only become
   apparent from the procurement documents are not notified to the
   Contracting Authority by the end of the time limit for the application
   or the submission of a tender specified in the notice;
   4) More than 15 calendar days have expired since receipt of
   notification from the Contracting Authority that it is unwilling to
   redress the objection.
   Sentence 1 does not apply to an application under § 135(1) No 2 GWB to
   have the contract declared ineffective. § 134(1) sentence 2 GWB remains
   unaffected.
