This weakens children s ability to gain real access to the rule of law. At the same time, there are increasing expectations for the development of more child-friendly processes, partly as a result of the Storting s request decision to the government that the age limit for party rights should be reduced from 15 to 12 years. The degree of child protection services, committees/committee leaders and lawyers that facilitate children s participation varies. The quality of the child s meeting with the Committee therefore depends partly on who happens to handle the case. With each passing day there is a risk that there are one or more children experiencing the tribunal treatment as unnecessarily stressful and unsuitable, and at worst not get access to their rights. The ambition is that the project shall contribute to children having real and effective access to the rule of law, by children s rights and needs being at the centre of the tribunal treatment. We want the project to be a pioneering project for collaboration with children - rooted in a rights-based approach in which children s voices are not only sounding, but given a real influence on the design. The Stimulab project shall concretise what changes are necessary, within structures, culture and legislative changes, to ensure the ambition of a committee process that provides real access to the rule of law for children for the good of their child. All Stimulab projects shall follow the triple diamond and the tenderer must offer competence in the execution of all the diamonds, even if we do not know what the delivery is at the start of the project. The diagnosis phase will reveal what the delivery will be and how far the implementation will take. Since the project is a part of Stimulab, it shall have an open and experimental approach and it has therefore not been given in advance what the concrete delivery in each project will be. But the projects shall result in an anchored and committed system that is either implemented or shall be implemented, or a platform for further development. This will depend on the project s complexity and size and will be uncovered in more detail in the diagnosis phase.
