Comments on the contract: Responsibility for the waste is to be taken over by a tenderer when the waste is charged in the tenderer s vehicles. The procurement is for the treatment of various types of hazardous building waste and building waste that cannot be handled together with normal household and commercial waste due to chemical, physical and/or biological qualities. Waste types included in this agreement are in accordance with the price form. Everything that is collected as hazardous waste shall be treated at a certified treatment facility. Emphasis is put on the fact that the hazardous waste in accordance with this agreement shall be directly to the final treatment facility and not the reception facility. Tenderers shall, thus, offer final treatment of the hazardous waste at one/several treatment facilities in accordance with requirements. Fractions other than what is stated may be included in this agreement. The volume of NOK shall not, nevertheless, exceed the maximum amount set for the contract. New waste types in the contract period: If new waste types are added in the contract period, it shall be possible for the customer to enter into this agreement if they do not make up a significant part of the contract. In such cases the same price calculations shall be used for new waste types as for other waste types in this contract. We have requested prices in accordance with volume, regardless of the size of the waste, as this can vary based on the waste management. The volume is not subject to collection, this can lead to rejection. All prices are excluding VAT, including all direct or indirect expenses and duties that could be incurred in connection with the delivery. Order fees and invoice fees are to be seen as expenses. The prices shall include all costs for the Customer who is included in this competition. Costs that the tenderer knows will be incurred, but that are not specifically stated in the tender, will be seen as included in the stated costs. Journeys: All travel expenses shall be included in the offered prices. Costs for the execution of the assignment, including, but not limited to, parts and materials/equipment that the tenderer shall provide, consumables, general costs (including administration and work management) central to the assignment, taxes, fees and profits, shall be included in the offered prices. Costs for post-sorting etc. shall be included in the unit prices. I.e. tenderers must include all foreseeable costs when completing the price form, even if not all cost elements and services are described in detail in the tender documentation. This applies, for example, to the tenderer s extra resource input at the start of the assignment. Evaluation: When assessing the price, a hybrid model with break point 1 will be used. The attached template for the evaluation model is attached. The best price for each sub-criteria will achieve the highest score (10) and other solutions will be awarded a point score according to the evaluation model. Goes to material recovery 2. Goes to burning with energy utilisation 3. Goes to burning without energy utilisation 4. Goes to the deposit Tenderers are requested to fill in green cells in the Form award criterion environment . Tenderers are requested to fill in a percentage distribution for the different treatment methods per waste type for the selected waste types. The responses shall be unequivocal. Orientation: The sub-criterion Environmental measures: The contracting authority would like tenderers to use treatment systems that give the best possible benefit and as many as possible strain on the environment. 1. Tenderers shall describe their role as driving the utilisation of new technological, strategic and operational systems in the waste pyramid/hierarchy. 2. Tenderers shall be able to track the waste right up until the final treatment. Describe solution for traceability. Both of the points shall be answered in a Word or PDF document and the responses shall be at maximum 1 A4 page. Any links to websites or similar in the reply will not be evaluated. Evaluation: The sub-criteria Processing methods: This sub-criteria will be assessed based on the tenderer s responses in green cells in the respective Form for the award criteria environment . Treatment methods will be given points (p.) as follows: Material recovery 10 p. Burning with energy recovery 7 p. Burning without energy recovery 5 p. Landfill 0 p. The above points are given that 100% of the waste type is treated by the method in question. If less than 100% of the waste type is treated by the method in question, or it is treated with a combination of different methods, the score will be calculated based on the stated percentage distribution. Example: recycling materials 50% and burning with energy recovery 50% gives 8.5 p. for this type of waste. If there is a lack of responses for all or parts of a waste type, 0 p. will be given for the entire or portion for which there has not been an answer. Ambiguous responses can also lead to a reduction in points. A score is thus calculated from 0 to 10 for each of the selected waste types, based on the tenderer s response. This achieved score per waste type is multiplied by the estimated volume per annum for the waste type in question. Then these sums for all the waste in question are summed together to a total sum. Best solution (the tenderer with the highest total sum) will be awarded the highest score (10). Other solutions will be awarded a point score relative to the best solution. Evaluation: The sub-criterion Environmental measures: When evaluating this sub-criteria, a procurement assessment will be made of the tenderer s response, where the best solution is awarded the highest score (10) and other solutions will be awarded a point score proportionally based on the best solution.
