Dialogue / Negotiations: The contracting authority plans, as a starting point, to carry out the competition without having a dialogue with tenderers that go further than clarifications /corrections. Eignungskriterien Kriterium: Art: Wirtschaftliche und finanzielle Leistungsfähigkeit Bezeichnung: Tax and VAT payments Beschreibung: Tenderers must have their tax, payroll tax and VAT payments in order in accordance with the legal provisions and the tenderer must not have significant arrears. The requirement only applies to Norwegian tenderers. Documentation requirement: After the tender submission, tenderers must give consent for TendSign collecting and the contracting authority receiving information about this via TendSign. After submitting their tender offer in TendSign, the tenderer will receive a request from Altinn for consent to share tax information. The consent is valid at the organisation level and it is valid for 3 (three) months. If a tenderer does not agree to this, the tenderer must submit a tax and VAT certificate. Tenderers can order such certificates via the Norwegian Tax Administration s website. The certificate shall not be older than 6 (six) months calculated from the tender deadline. Documentation requirement: The Contracting Authority will carry out their own assessment of the supplier s finances through RiskGuardian Suite. Tenderers can enclose other necessary information if they believe that RiskGuardian Suite does not provide a correct picture of the financial situation. The RiskGuardian Suite service includes all Nordic countries. As a general rule, the Contracting Authority will not accept credit ratings from other company and accounting information systems than RiskGuardian Suite due to equal treatment of the tenderers. Foreign tenderers outside the Nordic countries will, however, use and accept credit appraisal through Dun & Bradstreet s service Credit (https://credit.dnb.com/). Zuschlagskriterien Kriterium: Art: Qualität Bezeichnung: Organisation and routines Beschreibung: Call-offs on the agreement will be carried out in mini tender contests, where the price and quality will be evaluated in accordance with the need for each assignment. In addition to the quality of each assignment, it is important for the contracting authority that the tenderer has a robust organisation, with suitable routines for safeguarding the obligations included in this agreement. The contracting authority will therefore evaluate the tenders on the basis of the tenderer s description of the following points: What routines the tenderer has for quality assurance of temporary staff. What routines the tenderer has for following-up temporary staff. What routines the service provider has for administration of assignments. Routines that the tenderer has for receipt and follow-up of deviations. Which quality management system the tenderer uses The response shall be maximum 5 A4 pages. The response shall not include a cover page or table of contents. Any pages after page 5 will not be evaluated. Any links etc. in the reply will not be evaluated. Tenderers shall describe how they comply with the requirement specifications requirements for quality assurance and follow- up of temporary staff and what routines they have for administration of assignments and receipt and follow-up of deviations. Tenderers shall describe their quality management system. If a tenderer uses a third-party certified system, it is sufficient to enclose a system certificate. The annex with a system certificate can be in addition to a 5 page limit. Evaluation: This award criteria will be assessed based on the tenderer s description of the award criteria. A total procurement assessment of the described system will be carried out during the evaluation. Gewichtung (Prozentanteil, genau): 50 Kriterium: Art: Qualität Bezeichnung: Delivery ability and capacity Beschreibung: The framework agreement shall be used by a number of municipalities in Sunnmøre, with a varied geography. Tenderers shall describe their experience with delivering temporary staff to the districts/minor central areas. It is important for the contracting authority that the tenderer is aware of special challenges that lie in delivering to the districts. The response for this point should be max. 2 A4 pages. The response shall not include a cover page or table of contents. Any pages after page 2 will not be evaluated. Any links etc. in the reply will not be evaluated. Furthermore, it is important for the contracting authority that the tenderer has the capacity to meet the customers needs throughout the year. Tenderers shall therefore account for their delivery capacity by delivering auditor confirmed overview of invoiced temporary staff hours to Norwegian municipalities in 2023. The overview shall separate the different job groups that are required in this procurement; nurse, disability nurse, health professional worker and unskilled. Hours that are not defined as the ordinary hourly wage shall be kept out of the calculation. This means that different shift supplements, overtime, bank holiday allowances, UB additions etc. shall not be included in the number of hours. Municipal health services operated by private persons can be counted. The number of hours shall be confirmed by the auditor with an annex. The auditor s confirmation shall state that the number of hours is limited to the different job groups in the mentioned time period to Norwegian municipalities. An account of the capacity shall be given by the tenderer filling in the attached Excel form called Capacity and submitting a separate annex with confirmation from the auditor.
