   Contracting by RTE of project and technical management support to
   offshore windfarm connection . This will in particular include a
   support on technical studies related to landfall design, and UXO
   offshore survey (including representation of client on board vessel)
   and a technical and project management support for the supply of the
   offshore link. This support is intended for the two projects of the
   offshore wind farms of Normandy (AO4) and South Brittany (AO5) .

   registration of the Candidate on a professional Register.
   # For all candidates:
   - A dated and signed solemn declaration certifying that the candidate
   is not in one of the case prohibiting it to tender as stated in
   articles L. 2141-1 à L. 2141-5 of Order NO. 2018-1074 of 26 November
   2018 related to the public market, and especially, candidate shall be
   in order with requirements of articles L. 5122-1 to L.5212-11 of the
   French Civil Code related to employment of disabled workers ;
   - If the candidate is subject to insolvency procedures, all court
   orders and notifications.
   - Commercial criterias for the 2 lots :
    Justify more than 1M turnover at least during the 3 last years
   (2018, 2019 and 2020)
    Mention the corresponding turnover amount, regarding the service
   needed, during the last 3 years (2018, 2019, and 2020)
    Provide a short background of the company and also an organizational
   chart (mentioning the number of employees) ;
    Introduce the company from a juridic point of view in order to
   clearly understand the financial means, its organization and shared
   responsibilities.

   The Employer reserves the right, when awarding the contract, to ask the
   group to be transformed into a solidary group or with a jointly-liable
   representative of the consortium, insofar as this transformation is
   necessary for the proper performance of the contract.
   In this case, all the supporting official documents requested in II.2.9
   shall be provided by each member of the group of economic operators.
   Except in cases provided for in article R.2142-26 of the French Public
   Code, the composition of the solidary group applying for a tender
   notice cannot be changed between the date of tender submissions and the
   date of signature of the contract.

   VI.4.3)Einlegung von Rechtsbehelfen
   Genaue Angaben zu den Fristen für die Einlegung von Rechtsbehelfen:
   A claim in a pre-contractual summary proceeding is possible as stated
   in articles 5 et seq. of OrderNO.2009-515 of 7 May of 2009 related to
   complaint proceedings applicable to public procurement contracts. The
   appeal must be lodged before the conclusion of the contract.

   notification of the contract signature, an application to the competent
