II.2.4)Beschreibung der Beschaffung: The UN's shipping body, International Maritime Organisation IMO, shipwreck commissions, and other international groups have created increased focus on human factors within the maritime branch. A concrete development of this is Bridge Resource Management (BRM). BRM was built on aviation's requirements for Crew Resource Management (CRM) training. CRM is defined as efficient use of all available human and material resources in order to achieve safe and efficient operation. CRM also covers important elements outside the bridge and the vessel. Practically CRM helps the crew, pilots and VTS to work together as a safe and efficient team by establishing good communication, cooperation, and sensible allocation of resources. NCA expects high alertness and skilled operative management in all our operations. The main intention of the education programme (the course) is to increase safety at sea in Norwegian waters by improving cooperation, interaction, and communication between pilots, traffic controllers, and the involved vessels (bridge crews). Secondary effects are: quality assurance and development of internal procedures for NCA; knowledge on the sea traffic regulations and compulsory pilotage regulations; in-depth knowledge on the operative procedures and instructions; facilitating the professional and personal development of each individual participant. The course must give participants an increased understanding of NCA's procedures, instructions, and routines for interaction, cooperation, and communication between the different actors in an maritime environment. The course will enable participants to understand how human factors, together with the current rules, procedures, instructions, and routines, influence the decisions and choices made in an operative maritime environment. Based on experience from the current course (balance between theory, practice (simulation), breaks and time for preparation and reflection), the course ought to run over 4 days. Tenderers must submit the following with their tender; a proposal of the timetable, course description, and practical conditions; including an overview (sketch) of the premises that will be used (simulators, classrooms, etc.) description of methods and educational principles; methodology for carrying out simulator exercises; methodology for briefing and debriefing; description of simulator exercises tenderers are to prepare a proposal that accompanies the tender, then there will be cooperation with NCA on adjustments of the content and the frameworks so as to best meet the needs of the user group; description/proposal of the course compendium; description of competence and available resources (persons) and how, and to what degree the competence will be used for holding the course; templates for evaluations. These documents will form the basis for the award of contract and for cooperation on the final prepared course description and implementation plan. The course content must be adapted to NCA's instructions and procedures (annex 1 to appendix 1). The course content must contribute to NCA having a high standard and focus on human factors in our operations and assignments. The course must therefore focus on the individual, organisation, training, follow-up, and human factors in current routines, procedures, and instructions. There are currently 292 pilots and 68 traffic controllers that must participate in a course every 5 years (pilots) and every 4 years (VTS) respectively. NCA has good experience with 6 pilots and 2 traffic controllers per course. The estimate is between 8-10 courses a year so that all pilots (every 5 years) and VTS operators (every 4 years) participate in a course with 6+2 participants. The tenderer must take care of the course participants' travel to the course location (from the nearest airport), journey home (to the nearest airport), and any travel between the course location and the hotel/accommodation.
