   The European Commission endorsed the financing decision for the
   implementation of the EU-Viet Nam Enhancing Economic Governance
   Programme in December 2020. The programme has two project components
   providing technical assistance to the Ministry of Planning and
   Investment (MPI) and the Ministry of Finance (MOF) respectively.
   The purpose of this procurement is to procure consultancy services to
   support the implementation of component 1 with the MPI. The budget for
   this component is EUR 5.5 million maximum. It aims to achieve the
   following results:
   (i) strengthened state planning management;
   (ii) improved doing business environment;
   (iii) improved public investment management;
   (iv) strengthened public procurement management.
