   Auftragsvergabe ohne vorherige Bekanntmachung eines Aufrufs zum
   Wettbewerb im Amtsblatt der Europäischen Union (für die unten
   aufgeführten Fälle)

   Erläuterung:
   Nach Abschluss des F4E-GRT-162 wurde im April 2019 der Vertrag
   F4E-OPE-0988 mit HiT (Heemskerk Innovative Technology) über die
   Bereitstellung von Ingenieurstudien für die Fernsteuerung und die
   Wartung des Electron Cyclrotron Upper Launcher (EC UL) und des
   Ex-Vessel Waveguide Systems (EC EW) als nächster Schritt zur
   Fertigstellung der für Juli 2021 geplanten entscheidenden
   Entwurfsprüfung für die PA unterzeichnet. In diesem Zeitraum wurden
   neue Informationen benötigt, um eine vollständige Entwurfsprüfung zu
   erlangen, nämlich die technische Studie über die
   Ex-Vessel-Fernsteuerung und Wartung der EC UL und EC EW.
   Wartungsarbeiten an EC-UL- und EC-EW-Geräten und Zubehörteilen in
   Durchgängen (Port Cells) verbinden mehrere sehr spezifische Aspekte wie
   modernste Anlage, großer Umfang, Größe und Gewicht von Komponenten,
   Einsatz von Tritium, die die engen Raumverhältnisse erschweren. Hinzu
   kommen die kontaminierte und erhebliche Dosisleistung der Umgebung
   sowie der erschwerte Zugang. Diese herrschenden Bedingungen machen den
   Einsatz von industriellen Werkzeugen unmöglich. Wartungsvorgänge müssen
   zuerst erstellt und spezifische Werkzeuge und Methoden entwickelt
   werden. Das Erreichen von Wartungsaufgaben in JET nach
   Tritium-Kampagnen hat bereits den notwendigen Bedarf an F&E und an
   fundiertem Fachwissen gezeigt.
   Daher und mit Blick auf die oben genannten Umstände soll das Ergebnis
   des Auftrags für Forschung und Entwicklung genutzt werden. Das
   veranschlagte Budget liegt unter den Schwellenwerten der Richtlinie.
   Zusätzlich zu den oben genannten ITER-spezifischen Kontexten erfordert
   der vorliegende Inhalt der Arbeiten, hauptsächlich der Abschluss von
   Wartungsaufgaben und -verfahren, eine fundierte Kenntnis der Durchgänge
   (in-Port Cell) bei EC UL und EC WG.
   Systementwurf und -status sowie ein effizientes Zusammenspiel mit dem
   noch laufenden Entwurf. Die bereits durchgeführten Wartungsanalysen auf
   konzeptioneller Ebene müssen zunächst (auch unter Berücksichtigung der
   damit verbundenen Einschränkungen der nuklearen Sicherheit) gut
   verstanden werden.
   Angesichts der oben genannten Gründe befindet sich HiT derzeit aufgrund
   seiner Kenntnisse in einer einzigartigen Position. Jedes andere
   Unternehmen wäre weder für F4E noch den Auftragnehmer kosteneffizient,
   um das notwendige System und Wissen über Problemstellen zu erreichen,
   damit die genannten Studien auf dem erwarteten Niveau einer
   entscheidenden Entwurfsprüfung mit engem Zeitplan abgeschlossen werden
   können.

   Explanation:
   Following the completion of the F4E-GRT-162, the F4E-OPE-0988 was
   signed in April 2019 with HiT (Heemskerk Innovative Technology) for the
   provision of engineering studies for the remote handling (RH) and
   maintenance of the Electron Cyclotron Upper Launcher (EC UL) and
   Ex-vessel Waveguide system EC EW) as the next step towards the
   completion of the Final Design Review for the PA planned for July 2021.
   During this period, new information needed came up in order to have a
   complete FDR, precisely the engineering study of the ex-vessel remote
   Handling and maintenance of the EC UL and EC EW.
   Maintenance operations on EC-UL and EC-EW devices and ancillaries
   inside Port Cells combines several very specific aspects such as first
   of a kind facility, large scale and big size and weight of components,
   presence of Tritium making confinement arrangements trickier, all of
   this in contaminated and significant dose rates environment and
   difficult access. Such a combination of conditions makes impossible to
   use industrial off-the-shelf tools. Maintenance procedures have to be
   created first and specific tools and methods developed. Achievement of
   maintenance tasks in JET following Tritium campaigns has already
   demonstrated the necessary need of R&D and of a sound expertise.
   Therefore, and with view to the above, the result of the contract is
   intended to be used for the purposes of research and development. This
   contract-estimated budget is below Directive thresholds.
   In addition to above ITER specific context, the present content of the
   work, mainly the completion of maintenance tasks and procedures,
   requires a sound knowledge of the in-Port Cell EC UL and EC WG
   Systems design and status, and an efficient interaction with the still
   progressing designing. The already performed maintenance analyses, at
   conceptual level, must be also well understood first, taking into
   account the related Nuclear Safety constrains.
   HiT is currently in a unique position given its knowledge for the
   reasons explained above, any other company than HiT to reach the
   necessary system and problems knowledge to complete the mentioned
   studies at the expected level of a final design review, in a tight
   schedule, would be not cost-efficient for both F4E and the contractor.
