Østfold kollektivtrafikk intends to extend the existing contract for the operation of the Hvaler routes with Hvalersambandet AS for one year until 31 December 2022. The contracting authority bases its assessment on the public procurement regulations Section 28-1 letter d, which state that the contracting authority can legally make 'changes that are required due to circumstances that an attentive contracting authority could not predict'. See the dialogue conference that was held on 20 June 2019, in which it was apparent that, amongst other things, the planned progress plan with a start-up of a new contract in 2021 was too short and should be postponed so that the time from when the contract was signed to the start of operations was minimum 2 years. The planned contest in spring 2020 has partially stopped due to the ongoing pandemic. With the current situation, it is difficult for the contracting authority to have an overview of the financial consequences that the pandemic can have for the operation of the public transport services in Østfold, and at the same time what consequences this can have for the offer that will be announced in a new contract for the Hvaler routes. At the same time it is difficult to have an overview of all the challenges that tenderers will meet in a new contest. As there is great uncertainty related to these questions, we believe that there is a real possibility that the contest may fail due to low participation, many conditions, high risk premiums, etc. We would therefore like to announce a new contest after the summer holidays in 2020, when we hope that we will know more about what adaptations will be required in a new contract. As the time between the contract being signed and the start of operations will be very short, we believe that it will be necessary to extend the current contract with Hvalersambandet AS for one year, i.e., until 31 December 2022. This is also related to the need for having sufficient time for preparations connected to any charging infrastructure for the electrification of boats. The circumstances that have been pointed out have been have been unforeseen for the contracting authority and therefore give legal basis to extend the current contract with Hvalersambandet AS. If the contracting authority does not receive enquiries within 10 days from the publication date, an extension of the existing contract will be signed. A new contest is scheduled to be held in autumn 2020.
