The system must also offer the possibility for production of easily understood and informative budget document, planning documents and reports for publication on the internet. The system must cover the budget process up until the municipal council's final budget adoption. The tool will support economic reporting on a unit level, as well as aggregated reporting such as quarterly reports, tertial reports and annual reports. We would like support for an analysis of and detailing the annual budget. The system must have the functionality to import from recognised file formats and must support processing of both text and number materials. The system is intended to be used by economists, managers and advisers at different levels in the organisation. It is preferable to have a comprehensive tool where one can follow-up goals, plans, political undertakings and measures, as well as follow-up of budget and goal achievement and reporting of these. The digital tool will be utilised to ensure that the business can follow-up the adopted management and financial plan in-line with the goals of the municipal plan. Overview of measures and management plans for goal achievement in the municipal plan, based on the UN's sustainability goals, it should be possible to award assignments, strategies, tasks, deadlines to those responsible, through using different sub-goals. Sub-goals must be able to be followed-up with goal indicators that are ten reporting in relation to the goals of the municipal plan, financial plan and annual budget. Plan documents will be simpler to prepare and simplify cooperation around this work, through sharing of documents as well as reviewing and input to documents.
