The planning, design and construction of the network will be the responsibility of the provider, who will further be responsible for all associated implementation and running costs. The Council is not intending to have any responsibility for supporting the dark fibre network and thus the provider must provide its own maintenance programme to ensure the 24/7 operation of the network. The Council seeks a supplier that has experience of similar deployments including designing and implementing demonstrably innovative dark fibre solutions in other large UK Cities.
