   a total solution that shall be used by everyone who implement
   procurement processes in the municipality, by professional resources
   that participate in procurement processes and for resources with
   contract administration responsibilities and any other resources.
   A detailed description of the delivery is given in SSA-L (the
   government standard terms and conditions) Appendix 1 and Appendix 1B.
   Note that Tromsø Municipality wants to shorten the deadline for tenders
   for this competition.
