  UK-Luton: Luton town centre transport scheme - consultancy services.
  II.1.6)  Description/object of the contract: The Luton Town Centre
  Transport Scheme consists of a series of elements within the Town Centre
  which will improve the ambience and accessibility of public transport;
  remove non-town centre road traffic; improve pedestrian/cycle linkages
  and attract the much needed major new developments into the area. The
  main elements of the package are a new high quality bus station,
  completion of the ring road to the north, pedestrian/cycle facilities and
  junction alterations to provide priority for pedestrians, cyclists and
  The scheme objectives are:
  Dramatically improve the image of the town centre transport interchanges;
  Complete the last phase of the inner ring road, removing through-traffic
  from the town centre. This will reduce congestion and its associated
  environmental impacts;
  Improve the reliability of public transport and reduce journey times by
  provision of bus only roads, segregated lanes and bus priority at
  Improve pedestrian safety and security;
  Ease pedestrian/cycle crossing at junctions by providing safe routes and
  specific signal stages; and
  Create an improved route for pedestrians from the civic/town centre to
  the transport interchange and potential new development sites by removing
  through-traffic and widening the pedestrian facilities.
