SECTION II: OBJECT OF THE CONTRACT

QUANTITY SURVEYING SERVICES SUSIE"S FIELD, GLEN AVENUE. CORK.
II.1.6) Description/object of the contract: The project relates to the
construction of 110 two-storey two, three & four-bedroomed terraced
dwellings, creche facility, and associated site development works.
The successful candidate will be required to provide a full quantity
surveying service including cost implications of site, design concepts
and alternatives, budget estimates, detailed cost plans, cash flow
forecasts, revisions, tendering procedures, bills of quantities, tender
forms, obtain tenders, analysis and tender report, negotiations with
contractors, contract variation reports, quarterly forecasts of final
account, claim reports, agreement and final account for all works
involved in the provision of the new dwellings, the design for which is
being undertaken by the City Council. The work also involves the
provision of infrastructural roads, services, and landscaping together
with the provision of information to architects, design teams and
contractors as required.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.2) Conditions for participation
III.2.1) Information concerning the personal situation of the
contractor, supplier or service provider and information and formalities
necessary for the evaluation of the minimum economic, financial and
technical capacity required: Cork City Council is subject to the Freedom
of Information Act, 1997. (F.O.I. Act). If any tender considers that any
of the information being supplied is commercially sensitive or
confidential in nature, this should be highlighted and the reasons for
its sensitivity specified. In such circumstances the relevant material
will, in response to F.O.I. requests, be examined in the light of the
exemptions provided for in the F.O.I. Act.
III.2.1.1) Legal position - means of proof required: A certificate
issued by the competent authority in the Member State concerned, or a
declaration on oath or by a solemn declaration made before a competent
authority,a notary or a competent professional or trade body, to the
effect that the bidder has fulfilled its obligations relating to the
payment of taxes and social security contributions inaccordance with the
legal provisions of the country in which the bidder is established.
III.2.1.2) Economic and financial capacity - means of proof required:
(1) A reference from the bidder"s bankers.
(2) Presentation of the bidder"s balance sheets or extracts from the
balance sheets,where publication of the balance sheet is required under
the law of the country in whichthe bidder is established.
(3) A statement of the bidder"s overall turnover and the turnover related
to similar activities covered by this contract, for the three previous
III.2.1.3) Technical capacity - means of proof required: (1) A statement
of the bidder"s average annual manpower and the number of managerial
staff for the past three years.
(2) A statement of the educational and professional qualifications of the
bidder"s managerial staffand of those persons who will be responsible for
carrying out the contract requirements.
(3) A list of the principal deliveries of supplies or services effected
by the bidder in the past three years, with the sums, dates and
recipients, public or private, involved:(1) where effected to public

by the Employer in accordance with the criteria for economic and
financial status and of technical capability.The Directive provides that
a candidate"s financial status and technical qualifications and
capability will be assessed based on the information referred to in
Articles 31 and 32 of the Directive.
