II.1.6) Description/object of the contract: Lancashire County Council is
a large diverse organisation that generates a vast amount of printed
material annually. The County Council"s requirements for printed products
is diverse and a significant proportion of the work load is in monthly,
bi-monthly, annually and one-off projects. The successful supplier(s)
would be expected to supply: newspapers; newsletters; leaflets; booklets;
stationery; folders; forms; NCR pads; exhibitions; complimentary design
work and various ad-hoc publications. The successful supplier(s) may be
expected to hold stock and deliver as required, depending on the size and
nature of the work. Printing, publishing and related services.
II.1.7) Site or location of works, place of delivery or performance:
Delivery will be to a number of Lancashire County Council sites
throughout the geographic area of Lancashire. In addition, there will be
an occasional requirement to deliver to other sites within the North of

II.2) Quantity or scope of the contract
II.2.1) Total quantity or scope: The total annual contract value is
approximately 7,800,000 GBP. This figure is estimated and provided for
guidance only. It is based on current and historical levels of
expenditure. Lancashire County Council can give no guarantees that the
estimated expenditure will be achieved or exceeded.
II.3) Duration of the contract or time limit for completion: 24 months
from the award of the contract.
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.2) Conditions for participation
III.2.1) Information concerning the personal situation of the
contractor, supplier or service provider and information and formalities

technical capacity required: Any supplier may be disqualified who:
(a) is bankrupt or is being wound up, whose affairs are being
administered by the court, who has entered into an arrangement with
creditors or who is in any analogous situation arising from a similar
procedure under national laws and regulations;
(b) is the subject of proceedings for a declaration of bankruptcy, for an
order for compulsory winding-up or administration by the court or for an
arrangement with creditors or is the subject of any other similar
proceedings under national laws or regulations;
(c) has been convicted of an offence concerning his professional conduct
by a judgement which has the force of res judicata;
(d) has been guilty of grave professional misconduct proven by any means
which the contracting authorities can justify;
