  2)  Short description: Parking enforcement.
  3)  Scope or quantity: Enforcement is required in the Borough"s growing
  number of controlled parking zones (CPZs) (currently 19), and also of the
  Special Parking Area (SPA) of Hounslow Borough as a whole.
  The Council currently issues around 90,000 Penalty Charge Notices per
  annum with its current establishment of 40 PAs, concentrating in the main
  (but not exclusively) on enforcing CPZs, rather than the wider SPA. It is
  expected that the Contractor will considerably exceed this output.
  There are in excess of 3 000 roads in Hounslow Borough and approximately
  8 000 parking places of different types.

  1)  Nomenclature
  1.1)	Common Procurement Vocabulary (CPV): 93511100, 75100000.
  2)  Short description: Vehicle removal.
  3)  Scope or quantity: The contractor will be required to provide and
  maintain a minimum of one and a maximum of three removals vehicles for
  deployment across the borough SPA and within its CPZs.
  The contractor will be required to operate the pound and ensure its
  security and accessibility 24 hours per day 7 days per week throughout
  the year. The contractor is also responsible for complying with TRACE
  requirements for reporting vehicles lifted, in transit, arrived in the
  pound, decanted and released.
  It is expected that approximately 2 000 to 3 000 vehicles will be lifted
  in a year, targeting those committing the most dangerous and antisocial
  parking contraventions.

  1)  Nomenclature
  2)  Short description: Bailiff services.
  3)  Scope or quantity: Currently 90 000 penalty charge notices are issued
  annually. This is expected to rise in the next 2 years to over 100 000.
  At current PCN levels and collection rate, it is estimated that over 20
  000 warrants will be issued annually, rising with the rise in penalty
  charge notice issue rate.

  1)  Nomenclature
  1.1)	Common Procurement Vocabulary (CPV): 75100000, 74832100.
  2)  Short description: Post, Scanning, Banking and Non-Statutory
  3)  Scope or quantity: Currently 80 000-85 000 penalty charge notices are
  issued annually. This is expected to rise in the next 2 years to over 100
  000. The Council receives in excess of 90,000 items of post annually. At
  current PCN levels, it is estimated that over 30 000 items will be early
  challenges and approximately 5 000 will be post charge certificate
  The office currently receives in excess of 90 000 items of post annually:
  60 000 + relating to a PCN issue rate of 90 000 and 30 000 relating to
  permits numbering over 35 000.
  III.1)  Conditions relating to the contract
  III.1.1)  Deposits and guarantees required: Parent or company guarantee.
  III.1.2)  Main terms of financing and payment and/or reference to the
  relevant provisions: Tenders are to be priced in sterling and payments
  will be made in sterling or such other currency as may be adopted by the
  UK Government. Payment terms: Monthly.
  III.1.3)  Legal form to be taken by the grouping of suppliers,
  contractors or service providers to whom the contract is awarded: Each
  service provider will be jointly and severally responsible unless a
  separate legal entity is formed.
