  Potentia Non-Objective 1, Phase II.
  II.1.6)  Description/object of the contract: The Welsh Development Agency
  (WDA) is a public body funded by the Welsh Assembly Government.The WDA is
  currently looking to appoint organisations to deliver the second phase of
  the Potentia project in the non Objective 1 areas of Wales for the period
  1.4.2005 to 31.12.2006.
  Potentia provides pre-business start support to groups that are
  under-represented amongst new business starts and under-represented in
  seeking mainstream business support. The WDA is looking for lead partners
  for: young people 18-30, people over 50, Welsh speakers, disabled people
  and minority ethnic groups.
  The project has two key remits:It is working in partnership to a)provide
  tailored pre-start support to specific target groups, b) embed inclusive
  and accessible working practices in mainstream business support provision.
  Potentia phase II, 2004-2006, is being delivered in the Objective 1 areas
  of Wales. This project is supported by the European Regional Development

  II.2.1)  Total quantity or scope: The project is expected to achieve the
  following targets:
  Assist 1 375 individuals ( minimum of 7 hours support)
  Contribute to 350 new business starts through 280 referrals to the new
  business start providers.
  Contribute to the creation of 525 new jobs.
  All service providers will be expected to work in partnership to deliver
  pre start support services and to deliver the Mainstream Diversity
  programme to the new business start providers.

  WDA reserves the right to extend the contract for a maximum of 2 years.

  III.1)  Conditions relating to the contract
  III.1.2)  Main terms of financing and payment and/or reference to the
  relevant provisions: Contractors will be paid on a monthly basis in
  arrears for services delivered. Arrangements can be made for staff costs
  to be paid in advance.
  III.1.3)  Legal form to be taken by the grouping of suppliers,
  contractors or service providers to whom the contract is awarded: All
  providers will enter into a legal agreement with the WDA. Draft copy of
  agreement will be provided with the invitation to tender.
  III.2)  Conditions for participation
  III.2.1)  Information concerning the personal situation of the
  contractor, supplier or service provider and information and formalities
  necessary for the evaluation of the minimum economic, financial and
  technical capacity required: Any supplier may be disqualified who:
  (a) is bankrupt or is being wound up, whose affairs are being
  administered by the courts, who has entered into an arrangement with
  creditors or who is in any analogous situation arising from a similar
  procedure under national laws and regulations:
  (b) is the subject of proceedings for a declaration of bankruptcy, for an
  order for compulsory winding-up or administration by the courts or for an
  arrangement with creditors or is the subject of any other similar
  proceeding under national laws or regulations;
  (c) has been convicted of an offence concerning his professional conduct
  by a judgement which has the force of res judicata;
  (d) has been guilty of grave professional misconduct proven by any means
  which the contracting authorities can justify;
  (e) has not fulfilled obligations relating to the payment of social
  security contributions in accordance with the legal provisions of the
  country in which he is established or those of the country of the
  contracting authority;
  (f) has not fulfilled obligations relating to the payment of taxes in
  accordance with the legal provisions of the country in which he is
  established or those of the country of the contracting authority.
  (g) is guilty of serious misrepresentation in supplying the information
  required under the provisions of the Directive on the criteria for
  qualitative selection.
  III.2.1.1)  Legal position - means of proof required: Certificate of
  enrolment on the professional or trade register under the conditions laid
  down by the laws of the Member State in which he is established, for
  instance on the Register of Companies in the United Kingdom and Ireland
  or declaration on oath or solemn declaration.
  III.2.1.2)  Economic and financial capacity - means of proof required:
  (b) The submission of the firm"s balance sheets or extracts therefrom
  where publication of a balance sheet is required under company law in the
  country in which the supplier is established;
  (c) A statement of the firm"s overall turnover and its turnover in
  respect of the goods to which the contract relates for the previous three
  financial years.
  III.2.1.3)  Technical capacity - means of proof required: (a) A list of
  the principal deliveries effected in the past three years, with the sums,
  dates and recipients, public or private, involved:in the case of public
  contracting authorities, evidence to be in the form of certificates
  issued or countersigned by the competent authority; in the case of
  private purchasers, delivery to be certified by the purchaser or, failing
  this, simply declared by the supplier to have been effected.

  The Potentia project is currently receiving ERDF Objective 2 funding for
  phase I, 2001-2004. Project ref. 53880. It is the intention of the WDA to
  seek Objective 2 funding for Phase II.
  VI.4)  Additional information: The services outlined within this notice
  reflect the development of services provided by the WDA over the last
  four years. The scope of the invitation to tender is to ensure that the
  services are delivered consistently across Wales, that they are fully
  integrated into allied services and that they provide best value for
  money from the public purse.
  The Potentia project has in the past three years supported over 4 000
  individuals, contributed to the creation of more than 1 400 new
  businesses and 3 000 jobs.
