  II.1)  Description

  Training measures in hydrogeological modelling and
  recultivation/rehabilitation technologies for specialists in the Electric
  Power Industry of Serbia, Serbia and Montenegro.
  II.1.6)  Description/object of the contract: The German Government and
  KfW are providing the Electric Power Industry of Serbia (EPS) with a
  mixed financing of 25 000 000 EUR to upgrade and expand its existing
  lignite mines to ensure a reliable, viable and uninterrupted fuel supply
  to its thermal power plants. The proceeds from the financing will be used
  for rehabilitation and extension of the Tamnava West lignite mine in the
  Kolubara region.
  The Kolubara mining district is situated about 40 km south-southwest of
  Belgrade. Mining in this area started in 1950. The mining activities have
  a deep impact on the socio-economic development as well as on the
  environmental situation of this region. The open pits and the power
  plants dominate the landscape. The lignite production in the Tamnava West
  open pit will need to be increased during the coming years as Tamnava
  West will have to compensate for decreasing production in Tamnava East.
  Careful hydro-engineering and recultivation is required to ensure
  mitigation of environmental impacts of mining activities in Tamnava West
  and efficient operation of the mine.
  The German Government has mandated KfW to provide training measures in
  the field of Hydrogeological Modelling and Recultivation/Rehabilitation
  Technologies. These training measures shall be carried out by an
  experienced international consultant preferably supported by Serbian
  consultants. Specialists from EPS are to be qualified through workshops
  and training-on-the-job. It is estimated that the training will take 12
  months. This will be followed by a period of 12 months during which the
  consultant will guide the activities of the trained staff members. At
  least two site visits should be planned for this follow-up phase.
  The training in hydrogeological modelling will concentrate on the
  selection and the setting up of a hydrogeological model and first
  operational applications of model results according to needs of EPS"s own
  operations. The training in recultivation/rehabilitation technologies
  will focus on capacitating the environmental specialists in EPS to
  develop a "Recultivation Masterplan", integrating a range of tasks such
  as overburden removal and redeposition in the mined-out areas,
  landscaping, recultivation of the refilled areas and development of a
  reliable resettlement policy.
  The services are to be provided on site by a team of international
  experts who are experienced in similar works performed under comparable
  conditions and constraints. Internal courses will be supported by an
  external training component at a mining operation abroad in order to get
  to know the possibilities of an installed working hydrogeological model
  as well as exchange operational experience and familiarize EPS
  specialists with international recultivation standards. Efficient and
  experienced management and backstopping staff should be available to
  supervise die team at home and abroad.

  III.1)  Conditions relating to the contract
  III.1.1)  Deposits and guarantees required: If an advance payment of fees
  is agreed in the contract, an advance payment guarantee issued by a bank
  is to be submitted prior to the award in the amount of the advance
  III.1.3)  Legal form to be taken by the grouping of suppliers,
  contractors or service providers to whom the contract is awarded: The
  required services cover a range of technical, human resource and
  organizational development areas. Any one bidder might not have all the
  process and operational know-how within his own organization. He might
  therefore enter into contracts with other firms or experts, which can
  provide the know-how and experience he does not have. Companies
  submitting joint bids need to designate one member as authorized
  representative for the conclusion and implementation of the contract and
  to specify the planned form of cooperation (consortium, sub-contract,
  other form) and to provide the contracting authority with corresponding
  evidence upon request.
  III.2)  Conditions for participation
  III.2.1)  Information concerning the personal situation of the
  contractor, supplier or service provider and information and formalities
  necessary for the evaluation of the minimum economic, financial and
  technical capacity required:
  III.2.1.2)  Economic and financial capacity - means of proof required:
  The following documents need to be submitted for the application to be
  complete. Failure to provide complete information may result in
  disqualification of the bidder.
  Summary presentation of the firm(s) and - in case of an association -
  intended contractual arrangement between the bidders (corporate profile
  and status etc.).
  Evidence of the consultant"s economic situation (for each partner in case
  of an association):
  (i) tables summarizing the turnovers and the income statements of the
  last three years;
  (ii) balance sheets and profit and loss accounts of the last three years;
  (iii) bank reference including statement on total and still available
  credit line/guarantee limit (not older than 6 months);
  (iv) declaration of the consultant that no bankruptcy proceedings,
  composition proceedings or other insolvency proceedings have been filed
  against the property of the consultant and that the firm is not under
  liquidation (the contracting authority reserves the right to request
  corresponding evidence). If the financial strength of the consultant does
  not correspond to the importance of the project, the application can be
  rejected without any further evaluation of the submitted
  pre-qualification documents. The annual turnover should be at least 2 000
  000 EUR.
  It is KfW"s policy to require that the consultants observe the highest
  standard of ethics during the selection procedure and execution of the
  contract. Consultants should be aware that any fraudulent or corrupt
  activity disqualifies them immediately from this project and will be
  subject to further legal investigation. They acknowledge this by signing
  a corresponding declaration which is to be attached to the application
  (see VI.4).
  III.2.1.3)  Technical capacity - means of proof required: The following
  documents need to be submitted for the application to be complete.
  Failure to provide complete information may result in disqualification of
  the bidder.
  The consultant shall prove its suitability, its project-relevant
  experience and its project-specific know-how for the implementation of
  training measures by submitting meaningful lists of project references of
  the last ten years (for each partner in case of an association) and a
  brief presentation of its project-specific experience (and the envisaged
  distribution of tasks in case of an association). The consultant will
  particularly focus on the following areas:
  modelling of the hydrogeological influence of open pit operations on the
  surrounding environment,
  modelling of geotechnical stability of open pit operations,
  recultivation/rehabilitation of larger areas effected by mining,
  development of master plans for bulk material transportation,
  training of operational staff members,
  knowledge of international standards in mine remediation,
  experience of interaction/communication with the public in locations
  affected by large scale mine operations and work experience in SE-Europe
  and Serbia in particular (a sample form for the project list is
  available, see VI. 4).
  Presentation of staff with regard to the expected tasks (separately for
  each partner of an association):
  (i) firm"s subject range and general staff situation (see VI.4 for sample
  list of staff);
  (ii) qualification and range of qualification of permanent professional
  staff and long-term associates in the mentioned fields. Brief CV (max. 1
  page) of the relevant permanent staff and the long-term associates
  experienced in the field of monitoring and backstopping of project teams
  (a sample CV is available, see VI.4).
  Interested consultants are requested to submit concise, clear and
  meaningful documents which can easily be scrutinized and which adhere to
  the above structure.
