SECTION II: OBJECT OF THE CONTRACT
II.1.3) Type of service contractService category: 12.
II.1.4) Framework agreement: No.
II.1.5) Title attributed to the contract by the contracting authority:
Supervision and administration of implementation of the works contract
for the National Veterinary Research Institute in Pulawy.
II.1.6) Description/object of the contract: Supervision and
administration of implementation of the works contract including:
- organisation and co-ordination of the investment process,
- performing the function of the Engineer as understood by FIDIC,
- carrying out investor"s supervision in accordance with the Polish
Construction Law, preparing reports, and final financial reconciliation
of the Project on behalf of the Implementing Agency.
Estimated value: 1 000 000 EUR.
The Consultant shall carry out a detailed examination of the current
situation in the Project implementation relying on the documents supplied
by the Implementing Agency: technical documentation, and approved
schedules, and on this basis the Consultant will identify possible
problem areas and recommend preventive actions.
The Consultant will be responsible for organization and co-ordination of
the investment process involving works. The Consultant shall check the
quality of works and delivered materials and machines. He will perform
partial and final taking over of works, comprehensive investor"s
supervision pursuant to the construction law binding in Poland. Moreover,
the Consultant will perform clearance of payments related to works, and
will control achievement of physical and financial progress of the works
and advancement and its completeness.
The Consultant shall prepare and implement a proper system of the Project
management, which will ensure a permanent supervision and inspection of
the Project and its implementation according to the Tender Documents,
schedule of works and plan of payments.
No sub-contractors are allowed within the scope of services rendered by

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) Conditions relating to the contract
III.1.1) Deposits and guarantees required: No deposits and guarantees
III.1.2) Main terms of financing and payment and/or reference to the
relevant provisions: Financing Memorandum 2002 National Programme for
Poland - part III.
Terms of payment figure appear in the tender documents.
III.1.3) Legal form to be taken by the grouping of suppliers,
contractors or service providers to whom the contract is awarded: All
eligible natural and legal persons or groupings of such persons
(consortia) may apply. Participation is open on equal terms to all
natural and legal persons of the EU Member States, and Turkey, Bulgaria,
Romania, Albania, Bosnia and Herzegovina, Croatia, the former Yugoslav
Republic of Macedonia, Serbia and Montenegro, and GPA eligible countries.
A consortium may be a permanent, legally-established grouping or a
grouping which has been constituted normally for a specific tender
procedure All members of a consortium (ie, the leader and all other
partners) are jointly and severally liable to the Contracting Authority.
The participation of an ineligible natural or legal person will result in
the automatic exclusion of that person. In particular, if that ineligible
person belongs to a consortium, the whole consortium will be excluded.
A natural or legal person (including legal persons within the same legal
group), whatever the form of participation (as an individual legal entity
or as leader or partner of a consortium submitting a tender) cannot
submit more than one tender. In the event that a natural or legal person
(including legal persons within the same legal group) submits more than
one tender, all applications in which that person (and legal persons
within the same legal group) has participated will be excluded.
III.2) Conditions for participation
III.2.1) Information concerning the personal situation of the
contractor, supplier or service provider and information and formalities
necessary for the evaluation of the minimum economic, financial and
technical capacity required: As per III.2.1.1, lll.2.1.2. and III.2.1.3.
III.2.1.1) Legal position - means of proof required: As per GGAPP,
Section 1 7 Grounds for exclusion.
The documentary evidence mentioned in the Section shall be accompanied by
an accurate translation into English or Polish and be issued not earlier
than 180 days before the deadline for submission of tenders.
III.2.1.2) Economic and financial capacity - means of proof required:

III.2.1.3) Technical capacity - means of proof required: The following
criteria will be applied to tenderer. In the case of applications
submitted by a consortium, these selection criteria will be applied to
the consortium as a whole:
a) the tenderer shall employ at least 20 persons of permanent staff
currently working in the field related to supervision of administration
and implementation of works contracts;
b) the tenderer shall have experience in the field related to supervision
of administration and implementation of works contracts;
c) the service provider shall work on at least two projects of the budget
minimum 10 000 000 EUR each in cubature building m the field related to
the contract implemented in accordance to FIDIC ("Conditions of Contract
for Works of Civil Engineering Construction", Fourth Edition 1987, with
1988 and 1992 reprinted amendments) in the past five years. One of these
projects should be successfully implemented up to date.
Means of proof required: References of company capability statement (a
list of relevant projects/contracts) and a statement of the firm"s
average manpower, according to pints 4,5 and 6 of the Application Form
Where the tenderer is a group or a consortium, the references must be
provided m respect of each firm forming part of the group or consortium.
Each member of the consortium must include references concerning the
resources and experiences of its legal entity.
Only tenders submitted by tenderers/consortium fulfilling the above
selection criteria shall be considered for further evaluation.

VI.4) Additional information: The Contracting Authority reserves a right
to conceal the procedure if funds for the projects realisation are not
secured by the time for submission of offers.
Tenders must be submitted using the standard tender form included in the
tender dossier, whose format and instructions must be strictly observed.

in the tender dossier must be also submitted as an integral part of the
