  UK-London: rationalisation of basement and plant room services.
  II.1.6)  Description/object of the contract: Provision of design services
  for the rationalisation of building services within the basement and
  plantroom areas of the Palace of Westminster.
  The Palace of Westminster is a large multi-use and multi-occupational
  site which is of outstanding historical importance. The building services
  in the basement plantrooms, risers and above ground plantrooms have been
  installed over a number of years and have been subject to much
  refurbishment, upgrade and replacement. This project is for the design
  and programming of the rationalisation of all of the basement, riser and
  plantroom services. This will take place in a phased programme of at
  least 11 years" duration. Services will need to be rationalised to
  maximumise use of space, improve accessibility and maintainability and to
  remove all redundant equipment. The services include, but are not limited
  to, the following: steam, HTHW, MTHW, LTHW, HWS, CWS, fire mains, gas,
  compressed air, power, lighting, BMS, communications, fibre, containment,
  AFD/VAS, etc.
  The work consists of full design duties, surveys, arranging access,
  working with the Palace"s Asbestos Management Plan, supervision of
  contractors, handover of installation and provision of all relevent
  The design and installation works will be split into discrete packages
  forming part of a master programme of works. Each design package will be
  separately appointed within the overall contract. Building services

  II.2.1)  Total quantity or scope: Approximately 3 million GBP.

  III.1.2)  Main terms of financing and payment and/or reference to the
  relevant provisions: In accordance with the provisions of General
  Conditions GC/Works/5 (1998).

  contractors or service providers to whom the contract is awarded: No
  special legal form required but each service provider will be required to
  become jointly and severally responsible for the contract before
  III.2)  Conditions for participation
  III.2.1)  Information concerning the personal situation of the
  contractor, supplier or service provider and information and formalities
  necessary for the evaluation of the minimum economic, financial and
  technical capacity required: As set out in Articles 23 to 28 of Directive
  92/50/EEC, including suitability and key issues statement, details of
  relevant experience over the previous five years, details of current
  capacity and resources and key personnel. Applicants seeking to be
  included on the selected list for service providers are required to
  complete a pre-qualification questionnaire to show that they have
  competence and experience to achieve the highest standards for the
  occupants, structure and contents of the Palace of Westminster, whilst
  having regard to operational efficiency and striking an appropriate
  balance between the continuous occupation of the building, the demands of
  heritage bodies and the requirements of the users. The pre-qualification
  questionnaire may be obtained from the address given at 1.4 above.
  Returned questionnaires must be received by the deadline stated under
  item IV.3.3. The contents of the questionnaire will include, but not
  necessarily be limited to, the matters described in clauses III.2.1.2 and
  III.2.1.3 below.
  III.2.1.2)  Economic and financial capacity - means of proof required:
  Copies of audited balance sheets, or other appropriate documentation
  independently verified, covering the previous three financial years.
  Applicants must demonstrate that they hold Professional Indemnity
  Insurance, or equivalent insurance, to a value of at least 10 000 000
  (ten million) GBP.
  III.2.1.3)  Technical capacity - means of proof required: Applicants must
  submit details of contracts for similar services undertaken over the
  previous five financial years. A statement of the educational and
  professional qualifications of the applicant"s managerial staff and of
  those who would be responsible for carrying out the service requirements
  and whether or not they belong directly to the applicant"s organisation.

  VI.4)  Additional information: It is currently proposed to carry out
  installation contract works on a phased basis over approximately 9 years.
  The planned commencement date of the installation contract works, which
  will be the subject of a further OJEC notice, is mid 2005 and the
  approximate overall value is 35,000,000 GBP over the 9 year period. The
  installation works will be let on a series of 60 monthly terms with break
  clauses of 12 monthly intervals within each term and will be carried out
  both during Parliamentary Recesses and at times when Parliament is
