SECTION I: CONTRACTING AUTHORITY

SECTION II: OBJECT OF THE CONTRACT
II.1.1) Type of works contract: Design and execution.
II.1.4) Framework agreement: No.
II.1.5) Title attributed to the contract by the contracting authority:
UK-London: Westminster Bridge fascia replacement.
II.1.6) Description/object of the contract: The scheme involves the
removal, design and replacement of the fourteen existing cast iron fascia
girders of Westminster Bridge. The fascias are cracked, and damaged due
to vessel collision.
Road bridge. Refurbishment work.
II.1.7) Site or location of works, place of delivery or performance:
Westminster Bridge spans the River Thames between the City of Westminster
and the London Borough of Lambeth in London. The bridge forms a strategic
part of Transport for London (TfL) Transport for London Road Network
(TLRN). The bridge was opened in 1862 and is a historic Grade II* listed
structure. Its length is 274 metres and width 26,5 metres. The bridge
comprises two abutments (Westminster and Lambeth) and six
brickwork/granite masonry piers with mass concrete scour aprons. The deck
has two footways and four lanes of traffic and consists of cast iron/
wrought iron main ribs and transverse bracing, with decorative cast iron
fascias that do not support any of the deck load. Closure of spans to
river traffic, as appropriate, would be required from time to time to
undertake the works.

II.2) Quantity or scope of the contract
II.2.1) Total quantity or scope: Possibly more than one contract may be
awarded. Preparation of plan is not required. Estimated contract start
date: Winter 2004/2005, contract duration dependent on final scheme
selection. Applicants to note that their submitted tender documentation
will be evaluated with the award criteria listed and to include Best
Value for money having regard to works quoted in tender and merits of
technical proposal, if relevant.
II.2.2) Options. Description and time when they may be exercised:
Variants will be considered if consistent with the final contract type.
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) Conditions relating to the contract
III.1.1) Deposits and guarantees required: The awarding authority
reserves the right to request this information from the selected
applicants before or, during the tendering process and detailed in the
tender documentation. Performance bond may be required subject to the
awarding authority"s decision.
III.1.2) Main terms of financing and payment and/or reference to the
relevant provisions: The awarding authority"s terms and conditions of
payment will apply with monthly payments on the basis of activity
schedule. All payments will be in sterling.
III.1.3) Legal form to be taken by the grouping of suppliers,
contractors or service providers to whom the contract is awarded: Joint
and several liability.
In the event of a group of company suppliers submitting an acceptable
offer, each member of the group will be required to be jointly and
severally responsible for the performance of the contract.
III.2) Conditions for participation
III.2.1) Information concerning the personal situation of the
contractor, supplier or service provider and information and formalities
necessary for the evaluation of the minimum economic, financial and
technical capacity required: All Applicants are required to confirm their
expressions of interest in a formal letter to the awarding authority"s
address as listed. Failure to do so may invalidate your application. The
following information (2 complete sets of documents) will be required of
all firms who wish to be considered:
a) a banker"s reference;
b) copies of the company"s audited annual accounts for the past 3 years
(Note that any financial accounts provided must refer directly to the
company applying to tender Group accounts should only be submitted if the
Group company is the tender applicant);
c) evidence of insurance coverage sufficient to indemnify the awarding
authority against any loss or damage arising as a result of contractor"s
d) the Scheme will be a Design and Build Contract and details of
Permanent Works Design capability should be shown;
e) details of and references for any previous contracts awarded in the
past 5 years for similar services and evidence of substantial experience
in carrying out: (i) work on structures on the River Thames or in Central
London; (ii) working on historic cast iron structures;
f) details of supplier"s quality management arrangements;
g) details of any previous contract undertaken in the past 5 years for
similar work carried out in a heavily congested major city;
h) applicants should provide evidence and at least 3 references showing
substantial experience of similar works including co-ordination and
i) applicant"s compliance with Construction Design Management (CDM)
arrangements or, Applicants to note that the selected tenderer must be
able to satisfy the awarding authority that they have the resources and
competence to manage health and safety in compliance with the
Construction (Design and Management) Regulations;
j) applicants to provide a copy of their Health and Safety manual or,
details of the company"s measures for controlling the work site;
k) copies of relevant certifications under BSI registration or the
